Last week, February 2, 2018, participants and external students of the Pharmaceutical Law project at the HSE Faculty of Law met again at the lecture by Roman Shabrov, partner at BRACE Law Firm.
Roman made a presentation on public procurement of medicines. The lecturer opened the veil of secrecy of the work of the contract system, showed the differences between the Federal Law of 05.04.2013 No. 44-FZ “On the Contract System in the Sphere of Procurement of Goods, Work, and Services to Ensure State and Municipal Needs” and the Federal Law of 18.07.2011 No. 223- The Federal Law “On Procurement of Goods, Work, Services by Certain Types of Legal Entities”, described in detail the stages of the procurement process, the procedure for determining the initial maximum contract price and the specifics of describing a pharmaceutical product as an object of procurement.
In addition, participants and external students of the project can now easily name the fundamental differences between competition and auction, request for quotations, request for proposals and purchase from a single supplier.
But the lecture was not quite familiar in nature for the project, because all those present this time had the opportunity not only to listen to lectures, but also to take part in a case-study.
